China will accelerate the Five Major Actions to promote the revitalization of the seed industry. At present, promoting the revitalization of the seed industry has achieved phased results, and the three-year national agricultural germplasm resource census is about to come to an end. The next step is for the Ministry of Agriculture and Rural Affairs to accelerate the implementation of the Five Major Actions and strive to achieve another batch of landmark results in the seed industry revitalization action.  In terms of intellectual property protection, breed ID card management will be implemented, and a whole-chain whole-process supervision mechanism will be established.

The National Smart Agriculture Onsite Promotion Conference was held in Wuhu, Anhui. On September 24th, the National Smart Agriculture Onsite Promotion Conference was held in Wuhu, Anhui. Tang Renjian, Secretary of the Party Group and Minister of Agriculture and Rural Affairs attended the meeting and delivered a speech. The meeting emphasized the need to clarify key tasks, classify and orderly promote the development of smart agriculture. The development of smart agriculture revolves around the integration and promotion of intelligent technology and equipment for the large-scale increase of yield of major grain and oil crops, and promotes the intelligent transformation of facility planting in combination with modern facility agriculture improvement actions. The overall layout of field IoT monitoring equipment is planned to improve the ability of agricultural disaster monitoring, early warning and disposal.

The Accounting System for Rural Collective Economic Organizations was issued. The reporter learned from the Ministry of Finance that in order to standardize the accounting work of rural collective economic organizations and strengthen their accounting, the Ministry of Finance has recently revised the Accounting System for Village Collective Economic Organizations and issued the Accounting System for Rural Collective Economic Organizations, which will be implemented from January 1, 2024. This revision focuses on the business development needs and financial management requirements of rural collective economic organizations, adding accounting items such as intangible assets, pending property damage and overflow, special payables, public welfare expenses, taxes and fees payable, taxes and surcharges, and income tax expenses, adjusting the agricultural assets in the original accounting system to biological assets, deleting the accounting items payable welfare expenses and agricultural tax additional return income, and making corresponding adjustments to the relevant accounting requirements.

The Ministry of Agriculture and Rural Affairs has deployed and promoted the work of increasing the yield of major crops on a large scale. On September 26th, the Ministry of Agriculture and Rural Affairs held a site observation and deployment meeting for large-scale yield improvement of major crops such as grain and oil, as well as autumn and winter planting work. Tang Renjian, Secretary of the Party Group and Minister of the Ministry attended the meeting and delivered a speech. The meeting emphasized that agricultural and rural departments at all levels should plan to increase the yield of major crops such as grain and oil in a large area next year as soon as possible, establish and improve the leadership guarantee contact and work coordination promotion mechanism, and pay attention to all work in a practical and meticulous manner. We should select demonstration plots for improving yield per unit area based on counties, benchmark and identify gaps in field production, list problems, and promote efficient and intelligent agricultural machinery.

Agricultural insurance should weave a dense security network for agriculture, rural areas, and farmers. This year, Beijing, Hebei, Heilongjiang and other places suffered from extreme weather. Typhoons, rainstorms and secondary disasters brought huge losses to agricultural production. Insurance institutions actively carry out loss assessment and compensation for agricultural insurance after disasters, playing an important role in local agricultural disaster prevention, loss reduction, and production recovery. Data shows that as of July, the scale of agricultural insurance premiums in China reached CNY 107.863 billion, a year-on-year increase of 18.64%, providing risk protection of CNY 3.34 trillion for 125 million households. In July of this year, the Ministry of Finance issued a notice to expand the implementation scope of full-cost insurance and planting income insurance for the three major grain crops to all major grain-producing counties in the country.

The General Office of the State Council has issued the Assessment Measures for Ensuring the Payment of Wages for Migrant Workers. The General Office of the State Council issued a notice on September 21 on the Assessment Measures for Ensuring the Payment of Wages for Migrant Workers. The Assessment Measures for Ensuring the Payment of Wages for Migrant Workers approved by the State Council on December 6, 2017 and issued by the General Office of the State Council shall be abolished simultaneously. These Measures are formulated in accordance with the Regulations on Guaranteeing the payment of Wages of Migrant Workers and other relevant provisions, in order to implement the territorial supervision responsibility for guaranteeing the payment of wages of migrant workers, prevent and solve the problem of unpaid wages of migrant workers, protect the rights and interests of migrant workers for labor remuneration, safeguard social fairness and justice, and promote social harmony and stability.

Shandong has released ten models of ecological circular agriculture. On the afternoon of September 22nd, the on-site promotion of ecological circular agriculture in the province and the Three Autumn Jobs production work conference were held in Fei County. Ten modes of exploration in Shandong were released at the meeting. The first is the ecological cycle development model of the fully refined return of wheat and corn straw to the field. The second is the ecological cycle development model of straw fertilization and utilization. The third is the ecological cycle development model of straw-based material utilization. The fourth is the ecological cycle development model of high-value utilization of straw. The fifth is the ecological cycle development model for reducing the amount of fertilizers and pesticides. The sixth is the ecological cycle development model for the resource utilization of livestock and poultry manure. The seventh is the integrated ecological cycle development model of planting, breeding, and adding. The eighth is the ecological cycle development model for the utilization of pond aquaculture tail water.

The Regulations consist of eight chapters and 49 articles, focusing on strengthening the protection of germplasm resources, improving the level of innovation in the seed industry, standardizing the behavior of seed production and management, and strengthening the supervision of seed quality and law enforcement and other aspects of the norms. The Regulations make it clear that the municipal agricultural and rural, forestry departments, according to the needs of the establishment of germplasm resource banks, germplasm resource protection zones, germplasm resource protection areas, demarcation of regional boundaries, and the establishment of protection signs.

The Regulations consist of eight chapters, General Provisions, Territorial Spatial Planning, Protection of Arable Land, Land Conversion and Expropriation, Use and Management of Construction Land, Supervision and Inspection, Legal Liability, and Supplementary Provisions, with a total of 66 articles, and are intended to further strengthen land management, protection and development, rationally utilize land,  protect arable land, and promote sustainable economic and social development.

The main content of the Program is to create a high yield of wheat and promote a balanced increase in wheat production throughout the region as the goal, with the main line of all-round consolidation of the foundation of food security, making full use of Xinjiang's light, heat, water and soil resources, integrating a variety of key technologies, and advancing the integration of good seeds, good laws, good machines and good fields.

The Plan focuses on the current oil tea industry development in the outstanding issues, from planting, processing and marketing three ends of the force, to carrying out oil tea resources to expand the area to improve the quality, industrial transformation and upgrading and tea oil market development of the three actions. Jiangxi Provincial Forestry Bureau issued by the Department of Finance, Jiangxi Province to promote high-quality development of oil tea industry three-year action plan (2023-2025) key project reporting guidelines, three years to arrange funds CNY 400 million to support the implementation of the three key tasks of the action, the project will be declared in October this year to officially start. City and county levels will also introduce relevant financial support policies to mobilize the enthusiasm of large oil tea growers, processing enterprises and the majority of oil tea practitioners.
