The Notice requires that the efforts to expand and increase the effectiveness of low income security should be increased, the entry conditions for low income security should be standardized and improved, and the assessment and determination of the economic situation of low income families should be improved. The Notice emphasizes that it is necessary to strengthen emergency temporary assistance and optimize the standardization process.

This Competition in 2022 sets up six categories, including hand embroidery, hand weaving, hand paper cutting, clay sculpture, and peasant painting. It takes the form of combining online auditions and the Chinese final online and offline. The Competition takes the traditional handicraft skills of villages as the competition items, aiming to promote the formation of new industries, drive the development of a number of villages and towns where the traditional handicraft industry gathers, and enrich peoples’ life.

The central government allocates transfer payments related to agriculture in advance. The central government has earmarked CNY 21.5 billion in advance for transfer payments related to agriculture in 2023, including four key investments. CNY 120.5 billion will be allocated to protect farmland and land capacity, which will be implemented in 2022, to ensure income of farmers. CNY 34.6 billion will be allocated to support local governments in planning high-standard farmland projects. CNY 14.5 billion will be used as subsidies for the purchase and use of agricultural machinery. CNY 31.4 billion in subsidies for agricultural resources and ecological protection will be used to improve the comprehensive treatment of pollution from non-point agricultural sources and strengthen the protection of the agricultural ecosystem. CNY 10.5 billion will be allocated for animal epidemic prevention and other subsidies and fishery development subsidies, mainly for compulsory immunization, modern fishery equipment and facilities, and green and circular development of the fishery.

It makes requirements for feeding management, fund use and management, procurement management, nutrition and health monitoring and education, and emergency response. In terms of feeding methods, districts and schools that implement the nutrition plan should promote the feeding of school canteens. Anhui Province optimizes rural financial resources and introduces plans to enable rural revitalization. Recently, the Pilot Plan of Anhui Agricultural Insurance and Financial Products Action Plan has been issued to guide more financial elements into agriculture, rural areas and farmers. The Pilot Plan includes the overall requirements, implementation path and safeguard measures, highlighting government guidance, financial coordination and capital strength, giving full play to the role of agricultural insurance. It will be piloted first in 17 counties and urban areas of 16 cities in Anhui Province, and strive to implement it in all counties and urban areas in Anhui Province by 2025. In recent years, Anhui has taken precise and effective measures to provide financial support for agricultural development and rural revitalization. By the end of September, 140 government-run financing guarantee institutions in Anhui Province had provided financing guarantee for 237,400 small and micro enterprises with a balance of CNY 215.582 billion.

Guangxi will carry out a campaign to improve the quality of elderly care services and strengthen the weak links in rural elderly care services. By the end of 2025, Guangxi aims to have 60 percent of the elderly service institutions with comprehensive functions in townships and subdistricts, and 100 percent of the elderly service facilities in newly built urban areas and residential areas reach the standard. Guangxi will improve rural elderly care services and incorporate them into the rural revitalization strategy. Guangxi will establish a combined service model of connecting counties, townships and villages with complementary functions, and extend the quality services of county and township elderly care service centers to village-level neighborhood support points, rural happiness homes and home-based elderly people, boosting the upgrading of rural elderly care services. Guangxi will take the form of government investment, collective investment, social investment and charitable donations to build rural mutual assistance facilities for the elderly.

A new crop germplasm medium-term bank has been established in Hubei Province. Hubei crop germplasm resources intermediate reservoir project was held in Hubei Academy of Agricultural Sciences. Agricultural germplasm resources are strategic resources to ensure national food security and supply of important agricultural products. At present, Hubei Province holds nearly 40,000 germplasm resources of more than 100 kinds of crops, including rice, wheat and corn, which ranks among the top of all provinces in China in terms of both quantity and type of resources. It has provided 15,000 excellent germplasm resources for scientific research institutions and seed industry enterprises, and bred more than 200 new varieties. After the completion of the new project of Hubei crop germplasm Medium-term Bank, the preservation capacity of 300,000 germplasm resources will be formed to meet the needs of the protection and utilization of crop germplasm resources in Hubei Province in the next 30 years.

Recently, Anhui Provincial Department of Agriculture and Rural Affairs issued the Anhui Province Wheat And Rice Agricultural Socialization Service Standard (trial) Notice. This Technical Standard is not only the standard to guide agricultural socialized service organizations to conduct standardized operation, but also the basis to supervise their service quality and safeguard their rights. Social agricultural services are available to a wide range of small farmers, covering different crops and technologies. In order to further standardize the management of agricultural socialized service industry in Anhui Province and promote the healthy and orderly development of the industry, Anhui Province hired a third-party professional organization to formulate Anhui Province Wheat Agricultural Socialized Service Standard (Trial) and Anhui Province Rice Agricultural Socialized Service Standard (Trial) based on the current situation of agricultural socialized service in Anhui Province.

Recently, the first unmanned production vegetable farm in Beijing was held at the National precision Agriculture Research Demonstration Base. The farm is built by the national technical system research team of bulk vegetable industry in 2022 on the reclaimed farmland in Changping District, Beijing, with a scale of 50 mu. The whole process of the farm, including land preparation, fertilization, irrigation, ridging, planting, inspection, plant protection and harvesting, is unmanned for testing. More than 70% of the operation links of the whole farm have realized digital independent operation management, saving labor costs of CNY 76,230. At present, the technology achievements have been carried out large-scale production and application in Beijing, Cangzhou City of Hebei Province, Jinghai City of Tianjin City, Zhangjiakou City of Hebei Province, Zhangye City of Gansu Province, Chongqing City, Ulanqab City of Inner Mongolia Province.
