Brazilian IPCIG Delegation Headed by Senior Policy Advisor Ms. Radhika Lal Visit IPRCC

August 13, 2010---As facilitated by the UNDP Representative Office in China, the delegation of Brazilian International Policy Center for Inclusive Growth (IPCIG) paid a visit to IPRCC on the morning of August 13, 2010. On behalf of IPRCC leaders, Mr. Wang Xiaolin, Director of the Research Division met the delegation headed by Ms. Radhika Lal. Zhang Deliang, Xu Liping, Philippa Brant, Shi Weiyi, etc. from the Research Division were also present in the meeting.

Wang Xiaolin began by briefly introduced the background and development of IPRCC from five aspects including research, training, exchanges, cooperation and information. Then he highlighted IPRCC’s efforts in sharing China’s experience in poverty alleviation with other developing countries and also learning from them in the same course. He shared IPRCC’s major research findings such as working papers, research reports, international poverty reduction brief, etc. as well as the preparatory work for the South-South Cooperation Group.

In answering the questions raised by the members of the visiting delegation, Wang overviewed how China prioritized the development process and effectively emancipated rural productive forces, increased farmers’ income and significantly reduced poverty through rural economic system reform--land system, rural products market system, population flow and migrant workers’ business, and the progress in agro technology and poverty alleviation development.

At the request of the delegation, Wang explained the project management, fund raising and farmers’ participation in the infrastructure construction in rural China by taking the “Six Categories of Small Rural Projects” as an example. He also introduced the national and local research institutions comprising universities, research institutes and agro technology popularization stations and the agro technology system, as well as the various aspects of China’s social development covering the double-edged-sword effect of bio-fuel on the country’s poverty reduction, the development of China’s township enterprises and the dilemma faced under an open market economy. Wang said that extreme poverty has declined by a big margin, and presently the key is to narrow the gap of relative poverty.

Ms. Radhika Lal briefed the contributions made by IPCIG in the three aspects: healthy eco-system and social policy innovation. She indicated that Brazil and China somehow face the same challenges in the areas of poverty alleviation and social development.

The two sides reached a consensus for further cooperation such as exchanging researchers, holding Internet video conferences on a regular basis and jointly applying for cooperative projects. Finally, the staff of IPRCC and the Brazilian delegation took a group picture.
