January 29, 2010---A delegation of three members of China Light Industrial Corporation for Foreign Economic and Technical Cooperation (CLETC) visited IPRCC. Director General Wu Zhong met the delegation members: Mr. Yang Hui, General Manager of Purser Department, Mr. Wang Fuchang, Director of Preparation Department of New Sugar Union, and Mr. Dang Yun, Manager of Investment Affairs Department. Deputy Director He Xiaojun and the staff of Cooperation Division of IPRCC attended the meeting.

Director General Wu Zhong introduced the founding background and major functions of IPRCC, and proposed the vision of establishing poverty reduction center in Africa and other developing countries. When Mr. Wu mentioned the visit of an IPRCC delegation to Mali in mid-January, he highly appraised the development approach of CLETC in Mali, and expressed the possibility of carrying out the cooperation between IPRCC and CLETC in poverty reduction in Mali. He pointed that poverty reduction has been an important approach in China’s diplomatic strategy. In Mali, CLETC has devoted great efforts to develop sugarcane planting and processing, which has reached at a considerable scale. It laid a solid industrial foundation for the establishment of the Centre of China-Africa Cooperation in Poverty Reduction in Mali. The poverty reduction project based on sugarcane planting and processing will create social efficiency. Meanwhile, in order to expand their business to the overseas’ s market, the Chinese enterprises should laid a foundation in local areas and be accepted by local people. The cooperation in poverty reduction between CLETC and IPRCC will attract public attention and further cultivate a sound environment for the enterprises’ development.

General Manager Yang Hui of CLETC introduced their development process, strategy and the future plan. When he mentioned the cooperative plan between CLETC and IPRCC, he proposed that, on the occasion of the establishment of New Sugar Union, CLETC was ready to rely on IPRCC’s rich experience in organizing training activities to offer job training to local employees in the related area of agricultural planting and mechanics operation, and introduced the development approach of “industry + households”, which aims at guiding the local farmers to plant sugarcane, expanding the supplying channel of raw materials and increasing the income of local farmers. During its development, CLETC has already adopted a series of measures of poverty reduction, such as building hospitals and schools, providing houses for local employees, etc. The future cooperation between CLETC and IPRCC will further develop the ideologies of poverty reduction, and provide China-Africa Poverty Reduction Cooperation Center in Mali with assistance by relying on the CLETC’s advantage in the aspect of social resources in Mali.

The two sides also discussed the long-term vision for the enterprises’ development and how the enterprises could create and improve social efficiency in local areas.
