28 September, 2014 --- With the instruction and support of IPRCC, the 3rd Forum on China Poverty Reduction and Development Theory and Policy Research Hot Issues and Research on the Improvement of Poverty Alleviation Mechanism During the 13th Five-year Plan Period successfully convened at Beijing Normal University (BNU). The event was hosted by China Poverty Reduction Research Center of BNU. The forum focused on China’s poverty alleviation and eradication mechanism, concentrating on the discussion and review of the Research Report on the Improvement of China’s Poverty Alleviation and Eradication Mechanism during the 13th Five-year Plan completed by Professor Zhang Qi, Director of China Poverty Reduction Research Center of BNU, and Mr. Huang Chengwei, Deputy Head of IPRCC.

Mr. Feng Haifa (Director of China Central Policy Research Office), Dr. Tang Min (State Councilor and Secretary General of YouChange China Social Entrepreneur Foundation), Professor Wang Sangui (Director of Anti-poverty Research Center of Renmin University of China), Mr. Wang Xiaoyi (research fellow with the Institute of Sociology of Chinese Academy of Social Sciences), and Professor Sun Shifang (Director of the Internal Reference Department of Economic Daily) participated in the review meeting. Mr. Wu Guobao (research fellow with the Rural Development Institute of Chinese Academy of Social Sciences), Ms. Su Guoxia (Deputy Director of the Policy and Regulation Department of LGOP), Professor Li Shi of BNU, and Mr. Xiang Wei (Deputy Head of the Urban Development Division, Department of Development Planning of the National Development and Reform Commission) provided their review opinions in written. More than 30 experts and scholars from China Poverty Reduction Research Center of BNU, IPRCC, Central University of Nationalities, China Agricultural University, Central China Normal University, Beijing Information S&T University, Guangxi University, and Guizhou Provincial Poverty Alleviation Office attended the forum. Tian Xiaogang, Deputy Director of the Social Sciences Administration Department of BNU presided over the forum and review meeting.

IPRCC Deputy Head Huang Chengwei and BNU Professor Zhang Qi introduced the overall consideration, research highlights, basic contents and main ideas of their research report. The experts carefully reviewed and discussed the report, with all agreeing that the report has a complete framework with systematic and rich contents. It is relevant to China’s current situation and highly operable, providing valuable reference to the poverty alleviation and eradication planning during China’s 13th Five-year Plan period. Many ideas and thoughts proposed in the report are innovative, such as the integration of accurate poverty alleviation and district-based poverty alleviation; innovative social poverty reduction mechanism; mobilization, integration and incentive mechanism; differentiated financial poverty reduction mechanism featuring the combination of inclusive and preferential poverty reduction; combination of endogenous development and exogenous promotion mechanisms; green poverty reduction; and focus on poverty issues in the urbanization process. All these ideas bear significant theoretical value and practical meaning. The report is a most comprehensive and well written one on the poverty reduction and eradication mechanism during China’s13th Five-year Plan period. The expert panel unanimously passed the research topic review and also put forward useful comments and recommendations on the further research of China’s poverty reduction and eradication mechanism.
