September 5-10, 2010--- the investigation group of IPRCC Board of Trustees headed by Counselor of the State Council and IPRCC Chairman Liu Jian paid a visit to Qinghai for survey of poverty alleviation and development. Representatives of Department of Aid to Foreign Countries of Ministry of Commerce of the PRC, Chinese Association for International Understanding, China International Centre for Economic and Technical Exchange (CICETE) and United Nations Development Programme (UNDP) participated in the survey, accompanied by IPRCC Deputy Director General He Xiaojun, Deputy Secretary-General of Qinghai Provincial Government Mao Zhanbiao and Li Haijun, vice president of Poverty Alleviation and Development Office of Qinghai Province. During the investigation, Mr Qiang Wei, Secretary of CPC Qinghai, and Mu Dongsheng, Qinghai Provincial Standing Committee Member and Chairman of Qinghai Provincial Trade Union, met the investigation group respectively.

In Qinghai, the investigation group visited Huangzhong, Xunhua and Tongren for survey on the projects of entire-village advancement, wide development, industry poverty alleviation and "Mutual Construction by Villages and Companies". They successively paid a visit to Green Vegetable Fresh-keeping Cooperatives in Duoba Town, Huangzhong County, Suerji Lioyuan Entire-village Advancement Demonstration Village in Gonghe Town, and Kajia Village Relocation Project of Baoan Town, Tongren County. Meanwhile, they visited two national poverty alleviation leading enterprises-Xunhua County Red Pepper Development Co., Ltd and Qinghai Yijia National Supplies Co., Ltd, and the embroidery business with national characteristics and the stone handicraft processing enterprises along the Yellow River as well. Through the field visits, the group members got intuitive feelings and understanding on the way transition, mode and mechanism innovation and the achivements of the poverty alleviation and development in Qinghai Province.

In addition, promoted by Chairman Liu Jian, IPRCC organized a public donation-"Qinghai Charity Painting" in association with Qinghai Provincial Government, Qinghai Publication Department of Culture and News Media and Poverty Alleviation and Development Office of Qinghai Province. Famous Painter, Contemporary "Crane King" Liu Qian, famous military painter Gu Zhengzhu, Xue Yongnian, a librarian of Central Research Institute of Culture and History and professor of The Central Academy of Fine Arts, Qin Longqing, Vice Chairman of China International Association of Litterateur and Artists, and IPRCC Chairman Liu Jian participated in the donation and donated for free 45 paintings and calligraphy works with total value of approximately 18 million Yuan for Qinghai Provincial Museum. Liu Chunyao, Deputy Director of the Standing Committee of Qinghai Province, attended the donation. In addition, they launched "A Charitable Donation of Materials" and donated two paintings and 100 sets of bedding for Huangzhong County Welfare House.

Through the survey, the members of Board of Trustees of IPRCC had a deeper understanding of the poverty alleviation and development. It enhanced the communication between IPRCC and council member units and local poverty alleviation departments of all levels, improved the influence and broadened the cooperation channels of IPRCC, and enriched the contents of IPRCC's poverty relief activities, which played a positive role in strengthening further cooperation of the parties concerned.
