Expert Seminar on “China’s Disaster Risk Management and Poverty Reduction Theory and Methodology” Convened in Mianyang

On July 17, 2010, the Expert Seminar on “China’s Disaster Risk Management and Poverty Reduction Theory and Methodology” was convened by the Post-Disaster Reconstruction Office of the State Council Leading Group Office of Poverty Alleviation and Development (LGOP) in Mianyang. Over 20 experts and scholars from such institutions as United Nations Development Programme (UNDP), Peking University (PKU), Beijing Normal University (BNU), Huazhong Normal University (HZNU) and Sichuan Agricultural University (SAU) participated in the meeting. Deputy Director of LGOP Post-Disaster Reconstruction Office Huang Chengwei expounded systematically on the implication, framework, feasibility and organizational approach of summarizing “China’s Disaster Risk Management and Poverty Reduction Theory and Methodology” at the beginning and the end of the meeting. He pointed out that as one of the disaster-prone countries, China suffers from natural disasters annually, which leads to substantial economic, social and ecological losses and also increases poverty depth and extent. Summarizing “China’s Disaster Risk Management and Poverty Reduction Theory and Methodology” is of great theoretical and practical significance. This activity had been provided with some foundations and conditions and various inner driving forces. As far as the policy needs, theoretical study or international exchanges are concerned, it is a new field with great potential. Through this meeting, the participants are expected to reach consensus on the development of theory and practice of disaster risk management combined with poverty reduction, make systematic conclusion, research and innovations in different disciplines and fields in an effort to provide theoretical support for China’s disaster risk management and poverty reduction, and make positive contributions to enriching the global disaster risk management knowledge base. On this expert seminar, based upon the practice of post-Wenchuan earthquake reconstruction of poverty-stricken villages, the experience derived from UNDP “China Post-Disaster Reconstruction and Risk Management Project” as well as the existing research outcomes and challenges, the participating representatives conducted in-depth discussions tailored to the theme, and reached a preliminary agreement upon the intention of further cooperation.
