The Kunming Proposal on Poverty Alleviation Adopted at the ICAPP Conference on Poverty Alleviation

The International Conference of Asian Political Parties (ICAPP) on Poverty Alleviation adopted the Kunming Proposal on Poverty Alleviation on July 18, 2010. The following is the full text of the Proposal:

We, leaders and representatives of 55 political parties from the Asia-Pacific region, as well as observers from some of the African political parties, the United Nations Development Program (UNDP), Asian Parliamentary Assembly (APA) and other international organizations, attended the International Conference of Asian Political Parties on Poverty Alleviation hosted by the Communist Party of China (CPC) in Kunming, Yunnan province of China, from July 13 to 18, 2010. We emphasize that it is the long cherished lofty ideal of human beings, the shared responsibility of the international community, the priority of the developing countries and the historical mission shouldered by the political parties of all counties to eradicate poverty and achieve common development. We firmly support the efforts made by the UN to accelerate the achievement of the Millennium Development Goals (MDGs). We call for political parties, governments, parliaments, NGOs, civic organizations in various countries and the international community to pursue the MDGs to effectively alleviate poverty. An embodiment of the Asian diversity, the participating delegates carried out broad exchanges of views and experience, and discussed over a large number of new conceptions of poverty reduction and social charity, including (but not limited to) the Asian Anti-poverty Fund, Asian Micro Credit Fund and the debt-to-equity fund raising initiative approved by the UN The Conference also lauded multiple forms of international cooperation in poverty reduction and development, as well as the debt relief actions vigorously taken by several nations.

We express our admiration for China’s success in lifting hundreds of millions of people out of poverty within a generation. This is a historical and unique economic and social achievement for which the CPC and its wise leadership deserve credit.

Last but not least, we are sincerely thankful to Chinese President and General Secretary of the CPC Central Committee Hu Jintao and UN Secretary-General Ban Ki-moon for offering their congratulations on the Conference, to the CPC and Chinese government for their efforts to host this Conference of historical significance, and to Yunnan province for its support and warm reception.
