Applicant Qualifications

- 1.Participated in the training courses, seminars, forums and other activities conducted by IPRCC;
- 2.Received IPRCC’s visits or had a positive influence upon IPRCC’s development;
- 3.Possessed at least five years’ working or research experience in the fields of poverty reduction and development, agricultural production, environmental conservation, economic management, etc.; and
- 4.Policy planning staff related to poverty reduction and development.

- Note: Applicant who meets any one of the abovementioned qualifications can register to be a member of the forum.

Agreement on the Member Forum of the International Poverty Reduction Center in China General Provisions The proprietary and operating rights of the Member Forum of the International Poverty Reduction Center in China http://www.iprcc.org.cn/front/user/member!forum.action shall be reserved by the International Poverty Reduction Center in China (hereinafter referred to as “IPRCC”). Before logging in the forum, the user is supposed to read the present agreement carefully. He/she could obtain the membership only after agreeing to obey the agreement. Once the user has successfully registered, an agreement-based relationship shall be simultaneously established between the user and the forum and the former shall be bound by the present agreement and the forum rules. IPRCC is entitled to update the present agreement and rules at any time. The user shall pay timely attention in using, and agrees that IPRCC is not obligated to such notification. I. Basic Requirements In order to better promote the development of the forum, users shall abide by the relevant national laws and regulations. It is prohibited to produce, copy, release and disseminate the information with the following contents: 1.Behaviors violating the relevant laws and regulations of the People’s Republic of China; 2.Endangering national security, leaking state secrets, subverting the government, and undermining national unity; 3.Harming national honor and interests; 4.Inciting ethnic hatred or ethnic discrimination, and undermining national unity; 5.Undermining national religious policy, promoting cults and superstitions; 6.Spreading rumor, disturbing social order and undermining social stability; 7.Spreading obscenity, pornography, gambling, violence, murder, terrorism or instigating others to commit crimes; 8.Insulting or slandering others, infringing upon the legal rights and interests of others; and 9.Containing other contents prohibited by laws and administrative regulations. II. Purpose of the Forum 1.The purpose of the Member Forum is to establish an online virtual community featuring mutual contribution, mutual help as well as “all for one, one for all”. The main line of the said community is the exchanges and study on the poverty alleviation (poverty reduction) work. We believe that everybody will benefit instead of lose from such a harmonious communication environment; 2.The Member Forum is a place for study and exchanges, and each member is expected to deem himself/herself as a part of the community rather than a spectator. Please do not come here for sarcastic comments or jokes, otherwise you will only destroy rather than construct the forum; 3.The Member Forum hopes that all its members are amicable and will treat each other as equals and observe public order. Please do not come here for complaints, because it's neither a garbage dump nor a battlefield for mutual attacks. III. User Account 1.Any user can become the formal user of the forum if he/she has completed the registration process through the online membership system of IPRCC’s Portal and gone though identity authentification, and get access to the due authorities prescribed by the forum. 2.Users are restricted to register by less than 16 characters composed of English letters, numbers or their combinations. Do not use space, symbols or special characters, otherwise the forum shall disapprove the registration and reserve the right to delete it. 3.The said community reserves the right to cancel the membership should indecent characters or inappropriate names be found in user accounts. (1)Do not register with the true names, alias names, stage names or pseudonyms of the Party and state leaders or other social celebrities; (2)Do not register with the name of national organizations or other institutions; (3)Do not register with improper or obscene user names, or the accounts including discriminative, insulting or obscene words; (4)Do not register any account easily causing ambiguity, intentionally misleading or against legal provisions. 4.The user accounts are owned by the forum and users can only enjoy the right of use. 5.The user is obliged to assure the security of his/her password and account. The user shall take full responsibility for any loss or whatsoever damage arising out of the activities using the password and account, and the forum accepts no responsibility in this respect. If the account is discovered operated by unauthorized users or encountering other safety problems, please immediately change the account password and keep it properly. Please inform the forum while necessary. The forum shall assume no responsibility for the illegal use of account caused by hacking or negligent password keeping. IV. Rules of Use 1.The user shall abide by the relevant laws and regulations of the People’s Republic of China, including but not limited to the Regulations of the People’s Republic of China for Safety Protection of Computer Information Systems, Regulations for the Protection of Computer Software, Interpretation of the Supreme People’s Court on Several Issues concerning the Application of Law in the Trial of Cases in Relation to Copyright Disputes over Computer Network (Law Interpretation (2004) No.1), Decision of the Standing Committee of the National People's Congress on Preserving Computer Network Security, Provisions on the Administration of Internet Electronic Messaging Services, Provisions on the Administration of Internet News Information Services, Measures for the Administrative Protection of Internet Copyright, Regulations on the Protection of the Right of Communication through Information Network and other laws, regulations as well as measures pertinent to the Internet and intellectual property rights. 2.The user shall bear full responsibility for the contents he/she releases, uploads or delivers. All users are not allowed to release, reprint or transmit any information against the basic requirements of the forum in any page of the forum, or the forum shall have the right to deal with it on its own without notifying the user. 3.The user shall promise that all the information (i.e. the works fall in the scope provided by the Copyright Law of the People's Republic of China, including but not limited to text, image, music, film, performance, sound and video recording, computer program, etc. ) he/she releases in or upload to the forum shall have the integrity of intellectual property rights, or have been legally authorized by the relevant right holders; should the forum be claimed by any third party for compensation due to the user’s breach of the present article, the user shall reimburse all expanses incurred by the forum (including but not limited to a wide range of indemnities, commission fees for litigation and other fees reasonably incurred thereof); 4.When any third party believes that the information the user releases in or upload to the forum has infringed upon his/her rights, and send a notice of rights to the forum as per the Regulations on the Protection of the Right of Communication through Information Network or the stipulations of relevant laws and regulations, the user agrees that the forum could delete the suspected infringing information at its discretion, and that unless written evidentiary materials are submitted to preclude the possibility of infringement, the forum will not automatically restore the said deleted information; (1)The user may not utilize the network service system for any illegal purpose; (2)The user shall comply with the network protocols, provisions and procedures in relation to network service; (3)The user may not take advantage of the service provided by the forum to take any action that may exert an adverse influence upon the normal operation of the Internet; (4)The user may not take advantage of the service provided by the forum to take any action to the disadvantage of the forum. 5.If the user violates any of the provisions hereinbefore when getting access to the network service, the forum shall be entitled to request the user’s correction or directly take all necessary steps (including but not limited to deleting the contents posted by the user, suspend or terminate the user’s right to use network service) to mitigate the influence caused by the user’s misconduct. V. Privacy Protection 1.The forum guarantees it will not disclose any individual user’s registration information and other private contents saved in the community while using the network service to the public or any third party, except in the following situations: (1)Obtaining the pre-authorization of the user; (2)According to the requirement of relevant laws and regulations; and (3)As per the quest of competent government departments; VI. Copyright Statement 1.The copyrights of texts, images, audios, videos, etc. in the forum shall be reserved by the forum or shared between the forum and the author. Any form of reproduction is prohibited without prior permission from the forum. 2.Such copyrights as the specific logo, layout design, arrangement pattern of the forum are owned by the community. Any user may not reprint or reproduce the said information without the permission of the forum. 3.All the contents posted by the users in the forum only represent the views and positions of the author, who shall assume all legal responsibilities, and shall have nothing to do with the forum. 4.The forum shall reserve the right to pursue the matter in court if the user maliciously reprints the contents of the forum. VII. Disclaimer 1.The user expressly agrees that he/she shall bear all the risks and consequences arising from utilizing the forum network service. The forum accepts no responsibility in this regard. 2.The forum can neither guarantee that the network service will always meet the requirements of the users, nor the promptness, security and accuracy of the said service. 3.The forum shall bear no responsibility for the network service interruption or other defects owing to force majeure or other reasons beyond its control, but it will try to minimize the user’s losses and the effects upon them. 4.The forum reserves the right to temporarily or permanently modify or terminate the service (or any part of it) at any time. Whether notifying the user or not, the forum shall have no liability to the user or any third party. VIII. Supplementary Articles 1.The formulation, execution, interpretation and dispute settlement of the present agreement shall be governed by the laws of the People’s Republic of China. 2.If any article in the present agreement is completely or partially ineffective for whatever reason, the remaining articles shall remain effective and binding. 3.IPRCC reserves the right to interpret and amend the present agreement.
