In the early 80’s, China set up Special Economic Zones (SEZs) in Guangdong province’s Shenzhen, Zhuhai, Shantou , Fujian province’s Xiamen, and Hainan province, which has a significant effect on enhancing China’s export competitiveness, investment, and introduction of advanced science and technology, and management experience. Besides, poverty reduction, resulting from the comprehensive economic growth, is not small. SEZ, a “doing while learning” process, is an important form of China’s reform practice, and anindispensable part of China’s ProgressiveReform. At the same time, SEZs is one way to reduce resistance and establish society’s wide recognition to important reform through demonstration effect and controllable economic experiments.
