March 10, 2010---“Vigorously ensuring and improving people’s well-being, promoting social harmony and progress.” In delivering the Central Government’s Work Report at the 3rd Session of the 11th National People’s Congress on March 5, Premier Wen Jia bao spent nearly one-third of his time to explain the importance of people’s well-being and the specific measures for improving it. He also pointed out that efforts should be made in 2010 to optimize the investment structure and promote the post-Wenchuan earthquake recovery and reconstruction. The budget investment in the fixed assets should be preferentially inject into the projects of agricultural infrastructure and rural citizens’ well-being.

People’s well-being projects represent people’s will. Many of the NPC deputies having been interviewed view that they are related to people’s fundamental living conditions. It there are problems involved such as the dereliction of duty in particular in the process of implementation, and cannot be properly solved, they not only result in the people’s distrust of the government, but also trigger group conflicts. Therefore, it would be crucial to take well-being projects as equal as “Winning People’s Heart” ones.
