Ministerial Meeting of Asia Pacific Partnership on Clean Development and Climate Change, Shanghai, China

November 4, 2009---The third Ministerial Meeting of Asia Pacific Partnership on Clean Development and Climate Change was held in Shanghai recently. Ministers and high level officials from Australia, Canada, India, Japan, Korea and America attend the meeting. Xie Zhenhua, Deputy Director of National Development and Research Committee (NDRC) chaired the meeting,
 

The meeting conferred on positive evaluation of the achievements accomplished since establishment of the partnership. The partnership plan has already formulated detailed action projects of eight (8) working groups, and launched 175 cooperation projects including 20 flagship projects among 7 member countries. These projects are of great significance for carrying out technical exchanges, encouraging private sectors to participate, improving energy efficiency and establishing technical exchange mechanism, and effectively improve member countries’ capability of combating climate change. The meeting put forward that considering the attained achievement, partnership plan will be further strengthen bilateral and multilateral cooperation, especially cooperation in the areas of capital, technical development and transfer, exchange of policies, experience and best practices, capacity building and participation of private sector. The meeting reiterates that partnership planned activities will strictly follow the principles of United Nations Framework Convention on Climate Change and supplement Kyoto Protocol. The meeting notes that the achievement obtained by partnership plan proves the significance of cooperation and makes contributions to international cooperation in combating climate change. All ministers present agree to promote the achievements of Copenhagen conference. The meeting passes communiqué of Third Ministerial Meeting of Asia Pacific Partnership on Clean Development and Climate Change.


Xie Zhenhua, Deputy Director of NDRC expressed at the meeting that the ministerial meeting of partnership fully demonstrates the importance member countries have attached in combating climate change and their positive attitude. The Chinese Government adheres to sustainable development, responds actively to climate change, incorporates combating climate change activities into national economic and social development plan, and strives to reach a dramatic decline of carbon dioxide emissions per unit of GDP in 2020 compared with that in 2005. Non-fossil energy accounts for about 15% in primary energy consumption, forest reserves have increased by 1.3 billion cubic meters compared with that of 2005. Yang Xiong, First Deputy Mayor of Shanghai attended the meeting and introduced actions and measures of Shanghai city in combating climate changes, developing low carbon economy and achieving a low-carbon World Expo.
   

Asia Pacific Partnership on Clean Development and Climate Change project was initiated in January, 2006 with seven (7) Asian-Pacific member countries including Australia, Canada, China, Canada, Japan, Korea and America, and eight (8) working groups in the divisions of clean energy, renewable energy sources, distributed generation, aluminum, cement, steel, architecture and household appliances, coal exploration, power generation and power transmission.


The Chinese Government and enterprises participated in various activities of partnership project, acted as co-chairman of two (2) working groups, organized six (6) working groups meetings and participated in more than 80 projects at different levels including 8 flagship projects. These projects cover a wide range of activities with strong demonstration, attach great importance to capability enhancement and experience sharing with good representations and promote Chinese efforts of combating climate change.
