China-DAC Study Group Meeting Held in IPRCC Office
April 18, 2009---China-DAC study group initiated by Poverty Reduction office of State Council of P.R.C. and Development Assistant Commission of OECD held its third meeting in IPRCC office in Beijing. The event has been focused on the discussion of the study content and a set of activities of the study group. Members of the study group and representatives from any other international institutions attended the meeting. The event was co-chaired by Mr. Hang Chengwei, Chief Director General of IPRCC and Richard Carey, the Director of Development Co-operation Directorate, OECD. Referring to what has achieved in the first and second work meetings, China-DAC Study Group's work is running under two themes: First, reviewing China's experience on poverty reduction including the contribution of international assistance and its impact on other developing countries; and Second, the cooperation between China and Africa and the impact of Chinese assistance on African regions relating to poverty reduction. Under each theme, four topics have been set up: "Development Partnership, Agriculture Development, Infrastructure Construction and Enterprises' Development". Based on the above four aspects, this study will review Chinese experience and the impact of international assistance on Chinese development, analyze the general conditions and characteristic of African nations, explore the availabilities and approaches of African countries adopting Chinese development experience, outline the basic conditions of China developing cooperation partnership and delivering assistance to Africa and its impact on poverty reduction in Africa countries. IPRCC and DCD, OECD jointly set up a secretariat. Under the two themes, the study group has organized research teams comprising experts from both China and foreign countries; and each research team will hold an intention to encourage representatives from various institutes to participate in the events related. Participants have taken a concern on 6 issues in this meeting: first, the concept note of the study; second, the draft Terms of Reference for the study group's planned events, notably, the first event on development partnership; third, the organization of the first event on development partnership scheduled in September; fourth discussion of the framework of the remaining events arranged during 2009 and 2010; fifth, revision on the budget requirement; and sixth, plans for the next steps. |
